偕楽園と弘道館を作ったのは、水戸藩九代藩主、徳川斉昭。勉学に励むことと、自然を愛でることは双方大事であると、「一張一弛」の考え方に基づき幕末に整備されました。これだけの公園をはたして今、開園できる地方都市があるか疑問です。水戸梅まつりは、歴史資産の活用による成功例ではないでしょうか。
